Павел Маков родился в 1958 году в г. Санкт-Петербург. Окончил Крымское художественное училище им. Н. Самокиша (1979) Петербургскую Академию художеств (1978) Харьковский художественно-промышленный институт, факультет графики (1984). Член Союза художников Украины (1988), Fyns Grafi ske Værksted (Фюнски графические мастерские, Дания, 1990), Royal Society of Painter-Printmakers (Королевское общество живописцев и графиков, Великобритания, 1994). Член-корреспондент Академии искусств Украины (с 2007). Живет и работает в Харькове и Киеве.
